Each catalogue will must be uniquely identified by a base url.

Each dataset must have a consistent unique identifier/url that is consistent across all of the different versions of a dataset. This unique identifier must be used across catalogues.

Each version of a dataset must have an versioned identifier/url that allows users to navigate to a specific version of a dataset.
