Add release notes and specify version number when publishing datasets
With this release comes an update to the publishing process: you can now set the semantic version number and include a release note with each version.
What is semantic versioning?
Semantic Versioning is a 3-component number in the format of X.Y.Z, where
X stands for a major version
Y stands for a minor version
Z stands for a Patch Versions

Users can now view a version history of each dataset, which includes the following:
Semantic Version Number
Date of Version Publication
DOI (if available)
Release notes (if available)
